Phoenix lawyers up for Colorado River water fight

Phoenix has hired the law firm Culp & Kelly, LLP, as the city considers legal and regulatory responses to proposed cuts to Colorado River water. The Phoenix City Council recently met privately to discuss its options after the federal government released a framework for river operations after 2026.

Mayor Kate Gallego said Phoenix has not decided whether to sue. She said the city agrees that the drought-stricken river requires reductions, but objects to a plan that she believes could place a disproportionate share of the cuts on Arizona.

Colorado River water supplies about 40% of Phoenix’s water and is considered one of the city’s least expensive sources. Replacing it could cost more, potentially affecting future water bills and the cost of supplying new development.

Gallego said Phoenix has prepared through conservation, water recycling, underground storage and wells, so residents should not expect an immediate disruption to service. The city also relies on the Salt and Verde rivers, which are separate from the Colorado River system. Phoenix plans to stay involved in the federal process while continuing to evaluate its legal options.
